A firm protested a General Services Administration (GSA) solicitation for paper shipping sacks, contending that the solicitation's quantity and size specifications unduly restricted competition and were ambiguous. GAO held that the solicitation specifications: (1) were not ambiguous; and (2) did not unduly restrict competition, since they were necessary to satisfy GSA minimum needs at the least cost. Accordingly, the protest was denied.
