A firm protested an Army solicitation for an autoclave system, contending that the specifications were: (1) restrictive, since they were designed to favor another bidder's product; and (2) excessively complex. GAO held that the specifications were not: (1) restrictive, since they were broadly stated functional requirements; and (2) overly complex, since they were necessary to ensure the best value procurement. Accordingly, the protest was denied.
