Five Bureau of Reclamation employees appealed the settlements denying their requests for waivers of indebtedness for salary overpayments, contending that the Bureau failed to timely notify them of the administrative error which caused the overpayment. GAO held that the claimants were not entitled to waivers of indebtedness, since: (1) they knew that an accounting error had been made before the Bureau formally notified them of the error; (2) they should have expected that the government would collect the overpayments; and (3) collection of the overpayments would be in the government's best interest. Accordingly, the settlements were affirmed.
