A firm protested an Army contract award for moving services, contending that the Army should have rejected the awardee's bid, since its bid did not meet the solicitation's requirements. GAO held that the Army: (1) properly awarded the contract; and (2) reasonably evaluated the awardee's technical proposal in accordance with the solicitation's evaluation criteria. Accordingly, the protest was denied.
