A firm claimed reimbursement for its protest costs pursuant to its protest against an Agency for International Development (AID) contract award. GAO held that the: (1) attorneys' fees claimed by the protester were only partially recoverable, since they were not reasonable or properly documented; (2) protester could not recover fees for services provided by another attorney performing duplicative work; and (3) protester's claim for attorney out-of-pocket expenses was disallowed, since such costs are included in attorneys' fees. Accordingly, the claim was partially allowed.
