[Protest of Army Solicitation for Radio Communications System Upgrade]
B-256802: Jul 27, 1994
- Full Report:
A firm protested an Army solicitation for a radio communications system upgrade, contending that the Army improperly combined the equipment and installation requirements into one contract. GAO held that the Army reasonably determined that one contractor should be responsible for providing and installing the upgrade, since the need to coordinate between two separate contractors would likely lead to impermissible periods of downtime on the system. Accordingly, the protest was denied.
