A firm protested the Defense Personnel Support Center's (DPSC) cancellation of a solicitation for recovery beds, contending that: (1) DPSC improperly rejected its bid as late; (2) DPSC should have accepted its late bid, since the bid's late delivery was due to improper government action; and (3) the cancellation was not in the best interest of the government. GAO held that: (1) DPSC properly rejected the protester's late bid; (2) the protester failed to provide sufficient evidence to support its allegation that the government mishandled its bid; and (3) the protester was not sufficiently interested to protest the cancellation, since it was not a prospective supplier and would not be in line for award even if its protest were sustained. Accordingly, the protest was denied in part and dismissed in part.
