An Air Force officer appealed the settlement denying his claim for relocation travel expenses in connection with his transfer to a new permanent overseas duty station. GAO held that: (1) the officer was prohibited from purchasing travel coupons from a family member under the frequent flyer program; and (2) it would be inappropriate to reimburse the officer, since the officer violated the terms of the airline program. Accordingly, the original decision was affirmed.
