A firm protested the Bureau of Reclamation's rejection of its bid for construction, contending that the Bureau: (1) improperly rejected its bid as nonresponsive; and (2) should have accepted its bid, since the error in its certificate of procurement integrity was a minor informality. GAO held that the: (1) Bureau properly rejected the protester's bid as nonresponsive, since the protester did not properly execute its certificate of procurement integrity; and (2) protester's failure to submit a properly signed certificate of procurement integrity was a material deficiency that rendered its bid nonresponsive. Accordingly, the protest was denied.
