A firm protested a Department of Veterans Affairs (VA) solicitation for audiometric booths, contending that the: (1) solicitation was unduly restrictive, since the specifications exceeded minimum VA needs; and (2) VA failure to use an industry testing standard for the product gave the sole bidder an unfair competitive advantage. GAO held that: (1) the solicitation specifications reasonably reflected the agency's minimum needs; and (2) VA reasonably determined that the testing methods it required were better suited to its facilities. Accordingly, the protest was denied.
