A firm protested the Army Corps of Engineers' rejection of its bid for the supply, rehabilitation, and replacement of power transformers, contending that the: (1) Corps unreasonably determined that its bid was nonresponsive; and (2) solicitation unduly restricted competition. GAO held that the: (1) Corps properly rejected the protester's bid as nonresponsive, since its product did not comply with the solicitation's technical requirements; and (2) protester untimely filed after bid opening its protest of the solicitation's restrictive specifications. Accordingly, the protest was denied.
