A firm protested a Navy contract award for drug testing kits, contending that the: (1) awardee was ineligible for award, since it did not obtain Food and Drug Administration (FDA) approval for its product; and (2) awardee's product did not meet the solicitation's requirements. GAO held that the: (1) Navy reasonably evaluated the awardee's proposed product; (2) awardee was not required to obtain FDA approval, since its product complied with the solicitation's specifications; and (3) Navy reasonably determined that the awardee's bid was acceptable. Accordingly, the protest was denied.
