A firm protested an Army solicitation for dining facility management services, contending that the contract payment specifications were unreasonable. GAO held that: (1) the specified deduction percentages reflected the Army's potential losses from poor contractor performance; (2) the protester was not prejudiced by the change in lot size for sampling; (3) it would not consider the protest of work category consolidation, since the Army remedied the situation through a solicitation amendment; and (4) the Army properly segregated the costs for expendable supplies from the costs of services subject to the deduction. Accordingly, the protest was denied in part and dismissed in part.
