[Protests of HUD Contract Award for Real Estate Asset Management]
B-253614.6,B-253614.7: May 23, 1994
- Full Report:
A firm protested a Department of Housing and Urban Development (HUD) contract award for real estate asset management services, contending that HUD did not reevaluate the bids in accordance with the solicitation's evaluation scheme. GAO held that: (1) HUD properly considered information not contained in the bidders' best and final offers; (2) HUD properly determined the bidders' responsibility based on the performance on prior contracts; (3) HUD properly determined that the awardee's bid represented the best value to the government; (4) there was no evidence that HUD acted in bad faith; and (5) HUD was not required to perform a detailed cost analysis. Accordingly, the protests were denied.
