A firm protested a Navy contract award for systems engineering services, contending that the Navy: (1) improperly evaluated its technical bid; (2) did not perform a proper cost/technical tradeoff; and (3) improperly evaluated the bidders' proposed personnel. GAO held that the Navy: (1) reasonably evaluated the protester's bid; (2) made an appropriate cost/technical tradeoff in selecting the awardee's higher-priced bid; and (3) reasonably evaluated the bidders' proposed personnel. Accordingly, the protest was denied.
