A firm protested a Navy contract award for a submarine combat system trainer, contending that the: (1) Navy unreasonably evaluated its technical proposal; (2) Navy should have held discussions with it in light of its low bid price; (3) awardee's bid was technically unacceptable; and (4) Navy improperly permitted the awardee to correct its bid deficiencies. GAO held that the: (1) Navy reasonably evaluated the protester's bid; (2) Navy was not required to hold discussions with the protester; (3) protester was ineligible for award, since it took exception to certain material solicitation terms; and (4) protester was not sufficiently interested to protest the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was denied in part and dismissed in part.
