A firm protested a Navy solicitation for base operation services, contending that the Navy: (1) should have set aside the solicitation for small disadvantaged businesses; and (2) did not allow the bidders adequate time to respond to a solicitation amendment. GAO held that: (1) the protester untimely filed its protest more than 10 days after it knew the basis for protest; and (2) it would not consider the protest regarding the solicitation amendment, since the Navy granted the relief requested. Accordingly, the protest was dismissed.
