A firm protested a Marine Corps contract award for sleeping bags, contending that the Marine Corps should have found the awardee's bid technically unacceptable, since it did not comply with the solicitation's specifications. GAO held that the Marine Corps properly: (1) evaluated the awardee's technical proposal in accordance with the solicitation's evaluation criteria; and (2) awarded the contract to the technically acceptable low bidder. Accordingly, the protest was denied.
