A former Marine Corps officer claimed waiver of erroneous basic allowance for quarters (BAQ) payments and reimbursement of an offset against monies due him at retirement. GAO held that the: (1) officer was not at fault, since he accepted the overpayments in good faith and had no reason to question them; (2) full amount of the BAQ overpayments should have been waived and no offset should have been collected from the monies due the officer; and (3) officer was entitled to reimbursement of the offset. Accordingly, the claim was allowed.
