A firm protested a Navy contract award for project management support, contending that the Navy: (1) improperly evaluated the technical proposals; and (2) should have rejected the awardee's bid as technically unacceptable, since its proposed personnel did not meet the solicitation's specifications. GAO held that the Navy: (1) properly evaluated the bids in accordance with the solicitation's evaluation criteria; (2) reasonably determined that the awardee's proposed personnel met the solicitation's requirements; and (3) properly used a flexible evaluation approach to evaluate the bidders' personnel. Accordingly, the protest was denied.
