A firm protested the General Services Administration's (GSA) rejection of its bid for the lease of office space, contending that GSA improperly: (1) made award to a higher-priced bidder, since its bid proposed a more cost-effective approach to meeting GSA needs; and (2) accepted the awardee's offer for free rent. GAO held that: (1) GSA properly rejected the protester's bid, which failed to comply with a mandatory requirement; (2) the protester untimely filed after bid opening its protest regarding the solicitation requirements; and (3) the protester was not sufficiently interested to challenge GSA acceptance of the awardee's free-rent offer, since it was not eligible for award. Accordingly, the protest was denied in part and dismissed in part.
