A firm protested an Army contract award for guest house construction, contending that the Army: (1) improperly evaluated the bids; and (2) did not hold adequate discussions. GAO held that the Army: (1) reasonably evaluated the bids regarding parking and project area improvements; (2) did not prejudice the protester in accepting the awardee's modified bid, since the protester failed to show how it would have altered its bid if given the opportunity; and (3) was not required to inform the protester that its bid lacked certain required information. Accordingly, the protest was denied.
