A firm protested a Navy contract award for equipment maintenance and repair services, contending that the: (1) Navy's technical evaluation was improper; (2) Navy's source selection decision was invalid; and (3) Navy did not conduct adequate discussions with it regarding its proposed personnel. GAO held that the Navy: (1) properly evaluated the technical proposals in accordance with the solicitation's evaluation criteria; (2) reasonably determined that the awardee's technical proposal represented the best overall value to the government; (3) justified its source selection decision based on the awardee's successful performance on comparable contracts; and (4) was not required to reopen discussions to allow the protester to clarify its bid. Accordingly, the protest was denied.
