A firm protested a Department of Agriculture (USDA) contract award for facilities operation and maintenance services, contending that USDA: (1) unreasonably evaluated its proposed management personnel; and (2) did not evaluate the bids in accordance with the solicitation's evaluation criteria. GAO held that USDA: (1) reasonably determined that the protester's proposed management personnel were inadequate; (2) did not properly evaluate the bids in accordance with the solicitation's evaluation criteria; and (3) failed to conduct proper discussions with the protester regarding its bid deficiencies. Accordingly, the protest was sustained, and GAO recommended that USDA: (1) reopen discussions or reevaluate the bids to determine the most advantageous offer; (2) award the contract to the most advantageous bidder; and (3) reimburse the protester for its protest costs.
