A firm protested a Navy contract award for humidity indicator plugs, contending that the: (1) Navy improperly rejected its bid; and (2) solicitation specifications would not meet the Navy's needs. GAO held that the: (1) Navy properly rejected the protester's bid, since it did not meet the required delivery schedule; and (2) protest against the solicitation specifications was untimely. Accordingly, the protest was denied in part and dismissed in part.
