A firm protested a Defense Mapping Agency (DMA) contract award for library renovation, contending that the awardee's: (1) bid was nonresponsive, since it failed to insert a total bid price in the appropriate block of its bid cover sheet; and (2) bid bond did not comply with the bid guarantee requirements. GAO held that: (1) DMA properly waived the awardee's omission as a minor informality, since the total bid amount was clearly discernable from the submitted bid documents; and (2) the awardee's use of a percentage rather than a numerical figure in its bid bond did not render its bid bond defective. Accordingly, the protest was denied.
