A firm protested the Small Business Administration's (SBA) refusal to grant it a certificate of competency under two General Services Administration solicitations, contending that: (1) SBA unreasonably determined that it did not intend to perform at least 20 percent of the required work; and (2) GAO should consider the matter, since SBA violated its own regulations in making the determination. GAO held that SBA: (1) had sole jurisdiction over the matter of the protester's responsibility; and (2) did not violate its regulations in making the determination. Accordingly, the protests were denied.
