A firm protested a Navy contract award for base operations support services, contending that the Navy improperly evaluated its bid, since it did not consider its unilateral award fee reduction. GAO held that the Navy properly: (1) evaluated the protester's bid; and (2) disregarded the protester's unilateral award fee reduction, since the solicitation prohibited any changes to the award fee and the protester could have reduced its overall bid price by reducing the costs of its proposed services. Accordingly, the protest was denied.
