A firm protested a Department of Energy (DOE) contract award for security support services, contending that: (1) DOE should have rejected the awardee's bid as nonresponsive, since the awardee failed to submit required security clearance documentation for its employees and a required management plan; and (2) the awardee should not have been considered for award, since it did not perform the contract in accordance with the solicitation specifications. GAO held that: (1) DOE reasonably determined that the awardee was a responsible bidder, since the awardee provided the required security clearances before award; (2) the awardee's failure to submit a management plan was a matter of bidder responsibility and did not affect its bid evaluation; and (3) the awardee's performance on the contract was a matter of contract administration which it would not consider. Accordingly, the protest was denied.
