[Protest of Army Contract Award for Communications System]
B-254489,B-254489.2: Dec 15, 1993
- Full Report:
A firm protested an Army contract award for a communication system, contending that the Army: (1) improperly evaluated its bid; (2) failed to conduct a proper cost technical trade-off; and (3) failed to conduct meaningful discussions. GAO held that the Army: (1) reasonably evaluated the protester's bid in accordance with the solicitation's evaluation criteria; (2) conducted a proper cost technical trade-off; and (3) was not required to discuss every weakness in the protester's bid. Accordingly, the protest was denied.
