A firm protested a Central Intelligence Agency (CIA) contract award for channel switches, contending that CIA did not have a legitimate basis for its sole source award, since its alternative product would have satisfied CIA requirements. GAO held that CIA reasonably made a sole source determination, since the: (1) protester did not show that its proposed product would satisfy CIA compatibility requirements; and (2) awardee was the only known source capable of meeting CIA requirements. Accordingly, the protest was denied.
