Two firms protested a General Services Administration contract award for moving services, contending that the: (1) award formula was defective, since it gave equal weight to different types of moving services; and (2) awardee's bid was unreasonably low and materially unbalanced. GAO held that the protesters: (1) untimely filed after bid opening their protests regarding alleged solicitation improprieties; and (2) failed to show that the awardee's bid included both unrealistically low and excessively high prices. Accordingly, the protests were dismissed in part and denied in part.
