A firm protested a Defense Logistics Agency (DLA) contract award for hazardous waste removal, contending that DLA: (1) did not evaluate the bids in accordance with the solicitation's evaluation criteria; (2) improperly evaluated its past performance; and (3) did not perform a proper cost/technical tradeoff in selecting the awardee's higher-priced bid. GAO held that DLA: (1) properly evaluated the bids in accordance with the solicitation's evaluation criteria; (2) properly evaluated the bidders' past performance; and (3) made an appropriate cost/technical tradeoff in selecting the awardee's technically superior bid. Accordingly, the protest was denied.
