A firm protested two Federal Highway Administration (FHwA) contract awards for technical and program support services, contending that FHwA conducted improper technical and cost evaluations. GAO held that FHwA: (1) reasonably evaluated the protester's technical proposal in accordance with the solicitation's evaluation criteria; (2) reasonably determined that the protester's proposed staff did not have a sufficient level of experience; (3) reasonably adjusted the protester's direct labor costs to reflect the necessary level of performance; (4) properly communicated with one awardee after receipt of best-and-final offers to correct an error it made in the contract document; and (5) properly made award to the technically superior bidders. Accordingly, the protest was denied.
