A firm protested two Department of Veterans Affairs (VA) solicitations for training and communications software, contending that: (1) VA could save money by using its proposed software and purchasing new computers; and (2) the competition was unfair, since VA subsidized the development of the specified software. GAO held that: (1) the competition was not unfair, since the procurement was for compatible training and communications software and not the specified software; and (2) VA properly rejected the protester's bids, since they did not meet the solicitations' specifications and its minimum needs. Accordingly, the protest was denied.
