A firm protested a Customs Service contract award for vessel maintenance, contending that Customs: (1) misled it during discussions; and (2) erroneously evaluated its bid. GAO held that Customs: (1) did not mislead the protester during discussions, since the protester improperly relied on alleged oral direction which contradicted the solicitation amendment; and (2) reasonably evaluated the protester's bid and adjusted its prime labor costs in accordance with the solicitation specifications. Accordingly, the protest was denied.
