A firm protested an Army contract award for countermeasures analysis support, contending that the Army: (1) unreasonably evaluated the technical proposals; (2) performed an improper cost realism analysis of the awardee's bid; and (3) improperly made award to a technically inferior bidder. GAO held that the: (1) Army reasonably evaluated the technical proposals; (2) Army reasonably evaluated the awardee's proposed costs; (3) source selection authority did not improperly influence the technical evaluation board to change its source selection recommendation; and (4) Army properly made award to the technically acceptable low bidder. Accordingly, the protest was denied.
