A firm protested a Forest Service contract award for fish habitat surveys, contending that the Forest Service: (1) failed to evaluate its proposed personnel in accordance with the solicitation's evaluation criteria; (2) improperly determined that its bid was technically unacceptable; (3) improperly excluded its bid from the competitive range; and (4) failed to conduct meaningful discussions with it regarding its bid deficiencies. GAO held that the Forest Service: (1) properly evaluated the protester's proposed personnel in accordance with the solicitation's evaluation criteria; (2) reasonably determined that the protester's bid was technically unacceptable; (3) properly excluded the protester's bid from the competitive range; and (4) was not obligated to conduct discussions with the protester, since the protester's bid was excluded from the competitive range. Accordingly, the protest was denied.
