A firm protested the Department of Commerce's rejection of its bid for financial training curricula preparation services, contending that Commerce unreasonably: (1) determined that its bid was technically unacceptable; and (2) excluded its bid from the competitive range. GAO held that Commerce reasonably: (1) evaluated the protester's bid in accordance with the solicitation's specifications; and (2) determined that the protester's bid was technically unacceptable, since it was deficient in all evaluation areas. Accordingly, the protest was denied.
