A civilian Air Force employee appealed the settlement denying his claim for lodging expenses he incurred incident to official travel, contending that he made his own lodging arrangements after the Air Force advised him that he did not need a certificate of nonavailability of government quarters. GAO held that: (1) there were no government quarters available for the claimant; and (2) the claimant was entitled to reimbursement for his lodging expenses equal to the lodging the Air Force reserved for him. Accordingly, the claim was allowed in part.
