A firm protested the Defense Logistics Agency's (DLA) multiple sole-source contract awards for food traypacks, contending that DLA improperly denied it an opportunity to compete. GAO held that DLA reasonably conducted a noncompetitive procurement after determining that the: (1) awardee was the only known firm capable of meeting its urgent requirements; and (2) protester's poor performance on a similar contract made it incapable of meeting the requirements. Accordingly, the protest was denied.
