A firm protested an Army solicitation for metal pallet components, contending that the Army: (1) unduly restricted its procurement to metal products; and (2) improperly set aside the solicitation for small disadvantaged businesses. GAO held that: (1) the Army reasonably determined that metal pallet components would best meet its minimum needs; and (2) it would not consider the propriety of the set-aside, since the protester did not show any interest in competing under the restricted solicitation. Accordingly, the protest was denied.
