A firm protested an Air Force solicitation for the installation of an underground heat distribution system, contending that the solicitation unduly restricted competition. GAO held that: (1) the solicitation specifications met the Air Force's minimum requirements; (2) the Air Force's past experience showed that the required system was easier and less costly to repair; (3) the protester failed to document its claim that its proposed system would never need repair or maintenance; and (4) there was no evidence that the solicitation unduly restricted competition. Accordingly, the protest was denied.
