A firm protested a Defense Logistics Agency (DLA) contract award for hazardous waste disposal services, contending that DLA should have rejected the awardee's bid as materially unbalanced. GAO held that the protester: (1) was not sufficiently interested to protest the award, since it would not be in line for award even if its protest were sustained; and (2) untimely filed its protest regarding the accuracy of the solicitation's quantity estimates after award. Accordingly, the protest was dismissed.
