A firm protested a Naval Facilities Engineering Command (NAVFAC) contract award for the replacement of an air conditioning compressor motor, contending that NAVFAC: (1) failed to solicit the work using small business procurement procedures; and (2) denied it a reasonable opportunity to compete for the award, since it did not contact any of the small businesses on its small purchase source list. GAO held that: (1) the protester was prejudiced by NAVFAC failure to obtain full competition; and (2) NAVFAC failed to follow proper small business procurement procedures. Accordingly, the protest was sustained and GAO recommended that NAVFAC reimburse the protester for its protest costs.
