A firm protested the Department of Transportation's (DOT) decision to solicit nationwide court reporting services as a small business set-aside, contending that DOT improperly set aside the solicitation for small businesses, since there was not a reasonable expectation that it would receive bids from at least two small businesses capable of performing the contract. GAO held that DOT reasonably: (1) set aside the solicitation for small businesses; and (2) determined that it would receive bids from at least two responsible small businesses. Accordingly, the protest was denied.
