A firm protested the Navy's rejection of its bid for asbestos removal and installation of nonasbestos materials, contending that the Navy improperly determined that it was not responsible because of its unacceptable bid bond. GAO held that the: (1) protester untimely filed its agency-level protest more that 10 days after it knew the basis of protest; and (2) Navy reasonably determined that the protester was not responsible, since it failed to provide adequate proof of its surety's acceptability. Accordingly, the protest was dismissed.
