A firm protested the Department of State's rejection of its bid for warehouse services, contending that: (1) State improperly determined that its bid was nonresponsive; (2) it relied on State's oral interpretation that the geographic limitation included the Baltimore/Washington metropolitan area; and (3) the solicitation's geographic limitation was restrictive. GAO held that: (1) State properly rejected the protester's bid, since its facilities were not located within the specified commercial zone; (2) State's definition of the commercial zone was specific and clearly did not include the Baltimore/Washington metropolitan area; and (3) the solicitation imposed legitimate geographic restrictions on competition. Accordingly, the protest was denied.
