Pursuant to a legislative request, GAO presented a summary of its fiscal year (FY) 1987 bid protest activities and reported on federal agencies' compliance with recommendations made in connection with its statutory bid protest function. GAO reported that there were no instances in which federal agencies did not comply with its recommendations. GAO also reported that in FY 1987: (1) it published final rules on proposed amendments to its bid protest regulations that allowed protesters to obtain relevant protest documents and to conduct fact finding conferences to resolve their protests; (2) it received 2,941 Competition in Contracting Act (CICA) cases and closed 2,948 CICA cases; (3) it closed protests within 33.1 working days; (4) agencies supplied their reports in an average of 23.4 working days; (5) the average number of sustained protests totalled 15.5 percent; and (6) the overall protester effectiveness rate totalled 24.8 percent.
