A firm protested an Army Corps of Engineers contract award for waterway construction, contending that the: (1) two low bidders failed to submit preaward information on their capability to perform the contract with their bids; and (2) Corps should reject the bids as nonresponsive. GAO held that the: (1) required information concerned the bidders' responsibility and could be submitted at any time prior to award; and (2) Corps properly accepted the bids. Accordingly, the protest was dismissed.
